is there a way to attach manual attributes like "encryption=aes128" to IAX2 provider accounts?

Not yet, I wanted to redo the manual attributes function so that it was a bit smarter. In an upcoming snapshot it will be back in.

Manual Attributes are back in starting with r1351.
