After reboot, file /usr/local/www/locale/ru_RU/LC_MESSAGES/messages.mo replace on default.

chmod 0444 /usr/local/www/locale/ru_RU/LC_MESSAGES/messages.mo does not change anything.

How fix it?

and ...

General Setup -> webGUI language -> Russian Language not present, not crucial, but not a pleasure

which file is correct?

Most of the file system in AskoziaPBX is built in memory at every boot, this behaviour is by design.
Send your .po translation file to Michael so can be included in the future releases.
